I am engaged to a Colombian women. She is living in Colombia and I am in the USA. She has her US tourist visa. My question is how do we go about getting her here permanent? Any help would be appreciated.

Congratulations! Are you a US citizen?
Then the options are K1 fiancé or CR1 spouse. You can read up on the details, forms, fees and timelines on travel.state.gov which feeds into uscis.gov. Both are official US government sites.

Let us know once you decide which route to take.
Either way - make sure your petitions are filled out correctly, your attachments are the appropriate ones. Proofread three times, make copies of everything, then proof the copies last page to first. A typo can create a big mess.
