If excise tax of 20% is payable at the customs office in Vietnam , does that mean 20% of the value of the product from country of origin ? Or what exactly is it 20% of ?

Should be 20% of the items value, you will need to show the purchase price, but hey, this is Viet Nam and they do what they like.
