ya I was into the same topic, from my little knowledge about Kuwait, women in Kuwait can drive, and if non-working wife with kids sponsored by the husband, I think she should get DL easily for the sake of kids .... Please, some body corrects me if I'm wrong, I'm just talking logic here.

Officially "housewives with school-going children" can apply for a driving license. Now whether it will be approved or not is up to the whim of the person in charge at the time you hit the counter.
