Hi. I have a question and I hope someone here can help. My fiance hasn't been paying IRS and has tax liabilities in the US. Will this be a problem obtaining Certificate of legal capacity to Marry from the US Embassy here in the Philippines? Will his tax liabilities hinder him from obtaining the said affidavit?

Having no direct experience in the matter, I would not think so. The sad, sad day when all of Big Brother's computer systems are linked together has yet to arrive, thank God.
