internet public shops compared to private internet access

Something I always wanted to know since my fiancè has internet at his home is this: His internet access at home works fast and reliably. When he was forced to use public internet in the past our line broken always again, especially while using Skype.

Is anyone able to explain the reason? I am happy about his internet access which I pay but I am really wondering about the big differences

may be at public places means internet cafe, ppls may use dawn load and watching movies so the internet speed get slow.
