How does one go about creating a company in Maldives?

I understand that only a Maldivian can form a company, but can a foreigner hold majority share?

I assume that I will need a lawyer to facilitate the creation of tax entity (company) – could someone recommend an attorney who specializes in Foreign Investment in Maldives?
