Retiree residence program

There is no residency program aimed specifically at retirees but everyone applying for residency has to demonstrate they have sufficient income to support themselves. We were told that $1500 US per month is considered reasonable for a couple.
We opened a bank account but they wanted a local utility bill to demonstrate we lived here so not sure if you could do this without. There are more options in Montevideo than elsewhere. Where I live there is only the state bank BROU.( We also needed a local reference from a current bank customer as well as a bank reference from overseas. )
