Hi Pandagao,
I think it easy to buy a second hand scooter in Saigon, but the problem is that how could you ride it without a licence, I see most of foreigner in SG ride a 50cm3 bike because it need't a licence to ride. I'm living in Saigon now and I known lot of second hand motor shop, it about 12 million VND or 500usd for a second hand scooter or a brand new 50cm3 bike, contact me if you feel this reply is helpfull. welcome to HCMc!
