Could a foreigner who is based in Germany with a master's in clinical psychology from abroad do CBT training? is it possible to find a placement and be paid

I have no idea what a "CBT Training" is, but you should first check whether your degree is recognised in Germany - the ANABIN database is the right address for this.

Also, psychologists do need to understand people. Thus, how fluent are you in German? For most positions, B2 or C1 level are required.

This link is very informative about the subject but it fails to mention the language requirement. As Beppi mentioned, at least B2 if not C1 will be required. This is standard for health care professionals. People expecting to get by with English without having a high level of German are mistaken.
