You can APPLY in any country worldwide - you don't need a visa for that.

And once you find a job (anywhere), you have to apply for a work visa for that country. That's the same in Germany, no matter whether you had a Job Seeker Visa (JSV) first, or not.

The JSV just allows you to live in Germany for a certain time while looking for a job. This can increase your chances of findig employment, especially in conservative industries that do not (yet) conduct interviews etc. online. But these, and thus the justification for getting a JSV, are constantly decreasing.

Such visa are country specific. One for Germany is not valid anywhere but Germany. And usually they are a waste of time and money as most jobs a foreinger could get would be found easier online these days.
