House temperature in Poland

I have recently moved to Poland and trying to understand a bit more about the local topics I figured out people in general like it pretty hot in here... I was raised on a warm country with relatively mild winters, temperatures between 10-16C were pretty normal indoors, particularly during the night.

From what I gather from locals it seems a house temperature of 16C is not acceptable here with 20-27 is more of a normal standard. Same goes for using any sort of layers indoors. Given the pleadings we hear on TV to conserve energy because of rising prices and shortage of fuels, do you think my circle of friends does not just care, or is this a cultural thing?
