Country Logistics Manager
Participate on design/preparing of a Procurement/Supply Chain and Logistics Operations Annual Action Plan (AAP)Ensure performance in respect of costs, quality, and timeliness in the supply chain (procurement, transport/fleet, stock & fixed asset management, customs clearance, warehouse, contract management, office/premise management). Prepare procurement plan, organize, and Review & manage all stage of procurement procedures and implement policy Tender document preparation and floating, participation on opening, evaluation, analysis and preparation of minute and award to suppliers.Planning, participating emergency logistics assessments and analyze rapid Emergency preparedness responsePrepare, Review all procurement and logistics documents for audit and solve audit problemEvaluating offers and writing proposals & Implement and ensure the performance of the supply chain at all stagesTrain and give orientation for procurement committee (Evaluation and tender opening committee)Participate in the new budget preparation, forecasting procurement, follow up status of procurement according to planPrepare Tender accurate documents and Develop and implement comprehensive procurement record policyOrganize and deliver training at regional level in the different Supply functions such as procurement, logistics, asset and fleet management. Ensure and plan the logistic needs: work out the financial plan, check the purchasing forecasts for the base, plan and manage the logistics budget lines, check and analyze the expenses;Arrange Movement for travels, arrange and lead meeting, draft and finalize report to line manager on time. Implement and standardize logistic procedures & Bring technical support in all aspects related to logistic.Ensure contract terms and proven ability to negotiate terms and agreements, build, and maintain networks with suppliers.Advice requestor to fill all necessary information, and alerts on the processing of requests to the requesters at PR stage.Contributing to the Project Procurement Plan (PPP) and Supply Plan (SP) at the launch of new projectsReceiving and approving the Procurement Requests and updating the closely Procurement Follow-UpCollecting market data & local suppliers, identify potential supplier on pre-qualification stage & update supplier data base Represent Action against Hunger when delegated by Country Director/ Field CoordinatorParticipate in the logistics cluster meeting & present Logistics related idea to donors & other partnersEnsure and keep safety of the working and living environmentEnsure provision and maintenance of logistical equipment & Maintaining the equipment list at the data baseEnsure security of logistical equipment, training, and assistance and guide the usersprovision of water and energy supplies for the functioning of the base and the living environmentUndertaking or supervising the installation, maintenance, and repair of logistical equipmentAssessing the needs for logistical equipment and ensuring proportional allocationEnsure and monitor security and safety management of operational area & office/premisesTaking part in the recruitment of Logistics department teamsOrganizing and leading team meetings & Managing difficulties in the teamCarry out any and all other tasks as instructed/assigned by the Logistics Head of dep't/CD/ Field Coordinator.
