New I.D. card rules

Duxx

does anyone know if I send my papers by post do i get some confirmation back?

couse I will need some paper saying I applied for ID card when I'll go to school to enroll my kid

or it's best to go there and just wait in line to submit the papers

The Groove

Send it by registered mail so that you will have proof that it was sent. You will also be able to check that it was received by the Department as they will need to sign when Malta Post deliver.
Photocopy all your documentation before you mail it to them. You will then be able to show the school that you have applied and also show them the receipt from Malta Post

Toon

ask for the receipt to be sent to you and the reason why you need it .... if no reply then go to the dept in person and dont leave without it... the postal applications are taking anywhere between 8 weeks and 6 months - but some have managed 4 weeks but i suspect they will be few.

Grizabella

I finally got my card today!!!
I first applied for an appointment back in Feb, got sent a date that didn't exist, then heard nothing. Eventualy I applied by post (notorised copies of every bit of "official" paperwork I have)I sent it all off on 30th July, received an email on 2nd Sept telling me they are no longer issuing receipts and that all I would get would be a letter telling me to collect it. Got the letter on Saturday. Went down this morning, joined the queue. Unfortunately the receptionist and anothr member of staff didn't believe they are no longer issuing the blue receipts so had to show the email (good job I print everything off!). They took the letter away, 5 mins later caled my name and that was that. In and out in less than 30 mins. Just wish the Evans Building was at the top of the hill, not the bottom! It's a ong walk back up to the bus station!
Now it to ARMS to get the leccy rate changed.....

autonomas

Does anybody know what the procedure is for changing your home address on the new residence cards?

Surely we don't have to go through this painful process again to update our home address?

Thanks.

Congratulations. :)

Can I ask, what time did you go in the morning?

Grizabella

Got off the bus at 8.55am so about 9.15 when I got there. Out before 9.30. Not as bad as I expected!!

pgl

Woop! I'm officially another proud member of the eResidency club.

My experience is basically the same as everyone else's. Although I didn't have a blue letter like a lot of people there had, just a notification with my PINs on it. That apparently sufficed though - after about 45 minute's wait I was called in and got my card. I got there at about 9:30, and I'd say there were around 20-30 people waiting as well.

rainbow3

Well done pgl, good news for you :)

JayJay1970

Oh my days guys do not under any circumstance lose your card went this morning with my housemate to apply for our first cards, Dave got there at 8.45 was straight in and immediately processed, B#*t%#*!

The chap in front of me had lost his card or  it had been stolen on the bus which he applied for in April and received 2 weeks ago.

He got the police report as requested both at the office and online and som new photos after waiting 2 and a half hours ( I arrived at 9.30 ,in the interim 45 minutes it had filled up drastically)

This chap was seen and after handing in his stuff was told " sorry but this isn't sufficient it needs to be a whole new application " "what ? a whole new form? all the photocopies and another 6 months wait with expensive buses" ? She, a rather pretty but perceptibly deadly medusa snarled "yes, next" in that petrifyingly quiet way only truly scary women possess.

The meek little chap took his stuff apologised and walked away tail twixt legs. I'd a fought like a cornered badger but he just glazed over, shrugged and walked off.

Anyway I was the next and smiled my most beautific smile :D she wasn't terribly wowed by this I sensed.

Anyway she took my things ( I took everything even birth certificates, college degrees a jim'll fix it badge and my own ultrasound scan, I was a lovely looking foetus  ) and apart from only having the original RHA certificate which I'd picked up 20 minutes before arrival , everything went through rather easily.

The main problems I can see at the moment is if people take originals they don't accept them even if you don't want to keep them. This delays things a lot as they have to walk out of the room down the corridor talking to colleagues about the cute security guard ( monstrous muscles but she is pretty) while downing several severe americanos in one large cup.

We waited 25 minutes for 1 persons copies to come back.

She was on her own and a lot of people were waiting.

This wasn't dedicated to new applications any body with any question or to just pick up a form ( why they don't have a stack at the back of the room is beyond me) were waiting to be seen, all sent in by Deidre the burleyesque security guard.

No one had been given a ticket so you walked in and had the usual pushers in, pure bedlam, not today I organised people from front to back as soon as I got there and taught them all to glare at any new comers. Again there was a huge box and loose packets of tickets on top of a filing cabinet?!?

Also they are no longer taking photographs and you definitely have to take your own in they ask for 2 but throw one straight back at you, " could I keep the other one please it has a blemish on it"? "Acne" "no they're the same just this ones marked a bit" she expertly flicked it through the talking slot like a ninja Death Star and plucked the other one out of my fingers faster than a mantis.

I was growing to like her.

That is until I asked for a receipt. " you can go that's it" "I'd like a receipt please as I need to get my child into school" the colour was immediately sucked out of the room and a short toed eagle ( the last survivor from the flock that had been blasted to death in the national park) died in mid air and landed on her desk.

She swept it aside, "we no longer give receipts"
"I'm not leaving until I get one" ( I've dealt with her type before ;) )

She saw I was playing her game and was deadly serious, "I'll give you a written one it won't have a number on it but when I stamp on it it is usually accepted by the education system"

I gave her my best paddington bear stare and said " I don't like the word *usually*"

She responded " I don't care" and stamped my paper receipt.

"NEXT"

I think , as I was about to leave I looked back and saw her almost smile. I'm going to ask her to the cinema when I go to pick my card up in the 3 to 4 months which she quoted today. If she says no then there's always Deirdre  the guard. :D

Anyway the moral of the story is do not lose your card when you receive it and watch for pickpockets especially when stood up on buses as this chap found out to his eternal chagrin.

Are you referring to the building where we used to go to get the ID cards at the very end of Valletta?

That would be great if that was the case, actually. I am hesitating to change apartments because I never ever want to go back to Castille.

I wonder how I can get this confirmed. Who do you think would be the competent authority to ask?

Yes its the building where the old ID cards were issued.

Please understand that there is no such thing as a competent authority in Malta! so we make do with what we have.

She is horrible she hardly looked through my paper work I copied birth certificates, passports, took 4 passport photos (just incase) filled out my employment details and with a smirk she asked where is your work contract... Dam!! She had me... I tried to explain I was waiting for it and my employer even stamped the blasted paperwork but nope I to was shunned away! I have to go back tomorrow to face my tormentor armed with my work contract!! I do need a receipt for my son to be able to start school, I suspect pistols at dawn..but I am not leaving until I get one!! Jay I will be using the "well im leaving until I have one" tactic, wish me luck ;-)

Dear JayJay1970,

Thank for this update on the ever lengthening catalogue of illegalities in connection with the EU-funded 'e-Residence Card' scheme.

JayJay1970

Oh Claire, best of luck hon, it's nothing less than I expected but I'm finding Malta to be a bit like Ryanair, you follow the rules do what's expected and be in no rush to get anywhere fast and you'll be fine.

You do have to be insistent I was the only one given a receipt and that's because I was firm so everyone else has left with a potential  4 months of not knowing whether the paperwork and precious document copies have been filed on her  right ( the fast track pile ) Or her left ( the paper shredder)

How old is your son mines 10 and is coming out in the next few weeks if they are a similar age would be great for them to meet as he will know no one.

Again best of Luck.

Byron , yes it's difficult but maltas tiny Microsystem just isn't suited for following expected rules I don't think it ever will be, some things are refreshing like a complete lack of health and safety following, ( until your clonked  on the head by a sandstone block or dead eagle.

Other things are very tiresome but there are ways around them?

Nilo thank you :) very gracious but it's only Wednesday !

clairedebelle74

I am currently practising the death stare Jay ha, my son has just turned 14 and with no friends either as yet, so any kind of friendship is a start.. only so much ps3 I can play!!

coxf0001

Hi jay. Will he be at st. Paul, s school. My son is just turning 11. Do you fancy getting them together?

JayJay1970

I have a 16 and  a 10 year old  both ps3 mad so I'm sure they may pal up  x

If she gives you any trouble tomorrow just yell Mella! le Le Mella Mella, she'll be confused thinking your part maltese and will help your application along.

It would help to wear a suit jacket, slim fit whte shirt and a thick edinborough knotted tie this will confuse her even more because she'll think your from the ministry of magic ( any ministry will do) this will bring on hot flushes and confusion and you may even be able to get your card there and then.

Or just say " I know Muskrat" even though you've said it wrong she'll still think your connected and will give you her own maltese identity card.

Just don't do all 3 or her head will explode thus rendering her useless for our date ;)

JayJay1970

Oh my goodness Caroline! Please that's a godsend!

Yes St. Paul's past the Tafra is exactly where I'm aiming for thank you x

Great, let me know when he/they arrive. My son seems to be surrounded by girls in our area and really needs some friends that do anything other than barbies and hair!

I'm guessing he will be year 6? My son repeated his first year, so he is the first of his class to turn 11 x

*Sorry guys, went off topic!

Enlightening posts and of course JayJay's excellent prose.
Spoilt only by yet another political comment from Byron.
But then, everything's political isn't it?
TF I live on Gozo. :)

Denisemac1

Sorry to be pain, as I know answers are prob on here somewhere but can anyone please tell me exactly what I need to do when I arrive in Malta regarding eresidency, I have already apied for maltese citizenship for me and my 3 year old but will have to apply for eresidency for my husband and son. What exactly do I need copies off in the way of documentation? Is there a form of some sort I need to print off before hand? Do I need to do anything before applying sorry for all the questions but I'm quite confused with it all. Rather have it clear in my head what I need to do and what I need before I get there. Thanks in advance.

GuestPoster566

If you are living on Malta then this is what you do:

One has to apply for residency/ID card before 90 days expires after arrival. I am assuming you are all EU citizens. The system is in a state of chaos but has been worse.
Under what category are you going to apply?

See this page for latest information:

http://mhas.gov.mt/en/MHAS-Information/ … dence.aspx

There are several categories, each requiring a different application form.

EU nationals

Economic Self Sufficiency- CEA Form J
     Study- CEA Form M
     Employment/Self Employment- CEA Form A
Family Members - CEA Form F
     Permanent Residence- CEA Form P

However, one cannot apply until one can prove sufficient Health Insurance or entitlement. Malta & UK have a Reciprocal Healthcare Agreement (RHA). That has to be done at the Entitlement Office at 12 Merchants's Street Valletta and the application form may be found here:

https://ehealth.gov.mt/download.aspx?id=5226‎ (Link broken: server error 06.45 31.10.13)

...unless you can provide an S1 Certificate from DWP, Overseas Healthcare Team, Durham House, Washington, Tyne & Wear NE38 7SF UK, tel: 0191 2181999 to see if you are entitled as it will depend upon NHS Contributions paid.

When you have all the necessary documents originals and copies and photographs required (details on the appropriate application form)you have to attend the ID Card Office at Evans Building, St Elmo’s Place, Valletta. Applications for Maltese Citizenship and Residence documentation are to be submitted at the said building between. Monday to Thursday from 8.30am till 3.30pm between 1st October to 15th June and between 8.00 am till noon between 16th June and 30th September.

You must also complete and apply for/on the following forms also:

Form ID 2 - Image Capture Application Form
Electoral Form - For EU nationals only who are applying for     an ID number for the first time
Form ID 1A - Electronic Identity Registration Form for non-Maltese Nationals

Be prepared to queue and wait some time.

Also, if you have need of medication, regularly, then bring as much as possible over here with you and if you have certain conditions then there is a scheme to receive the medication free of charge. That takes time to set up, Schedule V or 'yellow card' scheme as it is often referred to. Otherwise all medication is paid for, from a pharmacy, no over the counter medicines available elsewhere here.

It is my experience that the best way to deal with Malta's bureaucracy is to be polite, passively assertive and ask lots of questions rather than insist on making a point.

Denisemac1

Wow Thanks that's a huge help. I can't open the link for the health form tho. Will I find it on the maltese government website. Thanks again I have some idea of what to do now, my husband will be scaffolding over there and has a job to go too. I have a business here in uk but am myself applying for maltese citzenship. So I assume he will complete form a, also my son is 18 and gonna be working with his dad so again form a? Thanks

GuestPoster566

If he has a job then perhaps his employer will do the necessary? Others will be able to better advise on that.

Denisemac1

I just found another form he may need to complete form e as I will be a maltese citizen then hopefully. Also do I register my car first or apply for the eresidency first? Thanks again oh what is the form I need for rha I looked on the health website and not sure what I'm looking for

GuestPoster566

As I don't have a car or need one cannot advise on that matter, however I am sure others will.

The RHA form is downloadable from here, it's the first one titled:

Application form for an Entitlement Card.pdf

https://gov.mt/EN/Search/Pages/results. … t&s=eForms

PS. Note the address of the office is now 12 Merchant's St, Valletta.

JayJay1970

Invaluable advice Mick.

Could something like this be placed into the original page 1 post as the entire forum post is now so sprawling I grew a full beard whilst reading it. There's lots of help and advice but it's a real slog trawling through it all!

It's pinned for a great reason but a lot of the early stuff seems a bit redundant now?

Toon

Maybe a new update topic should be created

JayJay1970

Yes good idea Toon as long as it's pinned.

nilonilonilo

"Just say you know 'muskrat'" ...

Hi Denisemac
'Also do I register my car first or apply for the eresidency first?'
As a prospective resident (not a tourist) you have only 20 days from the time your car comes off the ferry to start the registration process otherwise you will be levied hefty fines. Firstly look at the Transport for Malta website to get a broad idea of what they require from you. Then take some time and look up the questions and answers in the Car & Transportation category on this blog - it is very informative, you'll notice bringing a car over is a complex process :) I suggest you make notes as you read the information - your starting point in your notes would be obtaining a JEVIC odometer verification certificate while you are still in the UK.  The information even includes remembering to keep your ferry receipt safe so you can prove you brought your car into Malta! I notice that you have asked questions regarding your car previously and Tearnet has given you quite a few answers already - just keep reading :P
