Motorbike hit from behind.

Just over two weeks ago, Friday evening, my 'Better Half, was on her way home from work.
She stopped at an intersection, red light, with many other motorbikes.
She was hit from behind by a guy on a Yamaha Nouvo bike - registration number 86B-3517 - who then did the usual VN rider's trick and left very quickly while my 'Better Half was still on the ground.
After picking up herself and her Honda Air Blade 125, she thought she was OK so she continued on home.
Several hours later she started feeling very unwell and in considerable pain, so she was taken to hospital. Turned out she had internal bleeding and needed immediate surgery, then a further two weeks in hospital to recover, she's still not very well.
Yesterday she went to the police station where she tried to lodge a report.
All the Cong An did was make up one excuse after another why there was nothing they could do !  :/
They used every excuse you could possibly think of from fake licence plates to not being able to prove who the rider was even if they could find the bike. In the end, after a total waste of time, she left and went home with the police still doing nothing at all - not even writing out a report !
She's more than slightly up set - it's not the first time she's been hit and knocked over even though she is a very careful and safe rider.
This is the first time she's ever had to go to hospital, had surgery and needed weeks in hospital to recover.
As a matter of principal she wants to find the guy who hit her and give him the outstanding hospital bill.  Her health insurance has only covered about one half of the total medical and hospital bills.

If anyone has any ideas how to track down the guy who hit her - it would be greatly appreciated.
I know there's virtually zero chance of getting the police to do anything at all - but we can always hope for someone else to have an idea.

I've had others hit me as well, but I ride a large V-twin, the little scooters typical of those used in Sai Gon, have always come off second best arguing with my bike.

Did your wife go to the traffic police or to the ward/village police. She should go to the traffic police and ask to see the boss and report directly to him.  If that doesn't work, go to the city/ district traffic police and lodge a report there. It may help if a neighbour can put her in direct contact with a traffic policeman at the ward/ village or city/ district traffic police office.

Sister lives out in Binh Thanh District - I have no idea which police station she went to - but I'll be very sure to show her your message as soon as possible.  It might have been the station out by her sister's place or one in D1  near where she works.   :/

Tracking down a scooter even when knowing license plate would be difficult, it might even have sold one point, but name not change..  I have been lucky as I have never been rear ended.

                  thanks for the reply. That's only one of the problems we've run into so far.  :(
Pretty sure we'll be waiting some time to even get an answer from the traffic police boss
of D1 in Sai Gon. 
It's the usual, hurry up and wait system, even when you finally manage to find a way to by-pass everyone else and finally get to knock on the boss's door.  :cool:
Learned a long time ago, this is Viet Nam so we have to do things the Vietnamese way.
There's no quick and easy way to get things done - without spreading the 'coffee money' around. 
( Exception - treat the boss and his wife to dinner at a top restaurant.  :top:  )

Or know right people 😂 At least in North people who ride big bikes are well connected, my friends dad is even a minister 😂 After police stops him one phone call and of you go 🙈

unfortunately theres not much you can do about it now. :( even if you did, you'll also need to find a witness. after that, taking them to court will do you no good if they don't have any money. coppers here are just  gangsters in disguise.

Just read your post...First of all I wish your partner a speedy recovery, secondly I maybe able to help or at least get some information for you has my landlord who is also a good friend is a very high placed officer in the Police Force here in HCMC, I am meeting with him tomorrow for drinks so I will tell him about your post and offer up the information to him you have of the suspects bike number plate etc.

I will revert soonest.

In relation to Cong An, an American friend of my ex-gf had a 2000usd computer stolen by his lady friend. To cut a long story short, she was caught by the police and they found the laptop in her room. She was taken to the ward police and they said she would be charged. The ward police are supposed to register the crime at the central office in D1, it never happened. Two days later my ex-gf rang to find out what was happening, the reply was " We decided to let her go and give her another chance". The police never registered the crime so they could seek money from the girl to get off, we heard she paid them and was then released with no charge.
