I recently mailed two US credit cards from America to Israel and they never made it there.
My question is:
Is there some Israeli customs policy that forbids mailing credit cards, or was it just a fluke that the mail was lost.

No legal reason why you didn't receive your credit card. Probably did get lost in the mail. I suggest you ask for it to be sent via FedEX / DHL next time.
For security - sure! But do you have any idea how expensive these courier services are?
Of course, but with such important stuff, I wouldn't take the chance.
FedEx from the US to Israel in a regular business size envelope is about $65.
