If you are resident of Oman, you can issue your visit visa online for a 14 days at this website, by creating account, filling via application form and attaching relevant documents.:

Check the website ., you requires scanned copy of :
1- your Photo
2- resident card
3-Passport
i think that's it- and yes there is a visa fee of 27 OMR to be paid on website by any VISA card.
