Can we marry at Netherlands embassy in Saudi?

Depends. Will your embassy allow it? and Will you already be here on your own visa at the time of the marriage?

Your fiance cannot sponsor you to come over as you are not currently married and he is not your direct family member.  It is easier to get married in the Netherlands or even Dubai and then have him apply for a family visa IF his profession allows him to bring family over.
