You will have to start counting from 1993 - starting with the privileged (sic) ones who got their permit directly from the PM or via his office.
Then start using the data from a couple of ministries to tally the different visas when the gate was opened back in 2006

that's abit diffcult to say, lol all I know is there is quite alot but don't know the number exactly
