KEI vs Blue Card

Hello,

Does any one know the difference between KEI and Malta Blue card?

I searched different forums and couldn't find a proper answer, I found one line in the official site stating "KEI is entitled with blue card" does this mean both are same or KEI gives an entitlement to apply for blue without much hustle?
