In ours it was living space.

Hello 4wdjeep.  Welcome to the forum.  When advertising a house here, everything is exaggerated. Most will include garage space or the total area covered by the roof, your usable living area is normally 3/4 this. Only by inspecting enough homes will you get a better perspective of what to look for. ps Most houses here are built with about a 30 - 40 life span.

Hello 4wdjeep.  Yes, anything with a roof ad sometimes even the patio with a bbq. Typical of most estate agent worldwide to stretch the truth but more so here.

Government doesn't want anything to do house sales except the fees they collect. Best to ask agent to measure rooms, ie  master br   a x b,  kitchen c x d etc until you have a good idea of actual usable living space ( they will still exaggerate).  Sometimes you can get an idea from the plan for that particular model house, ours is a "Hermosa" Primary Homes. Look up floor plans for that particular building. Only proper way is look at them all, with your own tape measure.

The measurement of the house in square meters should be living space only. Though as you have already been told, that is not always the case in the Philippines where you may get 10 different answers from 10 different people in the real estate business. Their one job is to sell you something by whatever means it takes.

If you are looking to buy an existing home, surely you plan on seeing it for yourself before making any purchase? When you see the home, measure it for yourself and see if it matches what you have been told.

If you are planning on building a home, why not contact a few architects and ask them how they measure the square meters of a house?  Start gathering names and answers from a few and compare notes.
You can find architects and builders on Facebook and through a simple search on the net. 
In doing so, you then do not have to depend on the validity of the information supplied to you by people on this site or any other site, you have you own first hand information.  Questions answered.

While doing this you can also sort out whom you consider to be the most reputable of those contacted, as well as whether or not you feel comfortable in conversations with them and possibly doing business with them in the future.
