Have any of you opened up an IRA or 401(k) while in Vietnam?

I would be interested in knowing the process of opening up a savings plan while overseas.  So, for any of you U.S. citizens here in HCMC, can you tell me if you opened up an IRA or 401(k) and just how you went about doing that?  I would be much obliged if you can share : )  Thank you!

Some banks and brokerage houses may require a US address, even if they don't know that you are living in Vietnam.  I know Scottrade allow brokerage accounts only for residents of the US but makes exception for China.  :/  For a 401K you will need to be a US taxpayer.
