Best, and least expensive, way to send some money to Balanga

I would like to send some money to somebody in Balanga. What is the best way to do that?
Using services like Western Union is just too expensive.

Has anybody ever just sent cash notes through the mail and put money notes inside the pages of a letter or a "greeting card"?
I know it's usually not recommended to do that but simple letters with the correct address and return address are seldom lost, right?
Comments? Suggestions?

Sorry, i had to add the Philippines to make it clearer. I didn't know other countries also have a city called, Balanga

Best way is western union. If you take cash to a western union location in USA, it is only $5 fee for up to $500. Assuming you are in USA
$50 will be $3 fee
