Hello,
I opened a bank account in England in January and since then every ten days they keep sending me a CRS letter to fill out so I do it and in the bank branch they assure me it's taken care of but then I receive the letter yet again. Does anyone have this problem? How do you fill the form? I don't pay taxes in either France nor England.

Take the letter to the bank and ask them to help you fill it in. Explain to them that you keep on getting this form. Say to them that if you get any more they are going into the bin.
