Hi Darryl, I'm Costa Rican and I do not know details about your problem but last week I saw a flyer at the BCR (Banco de Costa Rica) There is an special program for American retired people how want to get their money in this State Bank. I do not have it's phone number but you can call 113, and they will give you BCR's number (yes, they speak english)or you can drop by and make them your questions, I hope it will be helpful!
