Yes,
I mean you can do registered yourself as a technician or engineer but not as labor.
So, if you want to change your profession and want to do registration in SCE then you can do it.
But they need one year diploma for any technician profession and 4 years degree for engineer profession of any sort.

He can have registration of SCE if he has any technical education.
Only house servants can not have this privilege.
