I am looking to relocate to Punta Cana, DR for a while. I am interested in details in regards to QUALITY health insurance, cell phone carriers, internet service. Also what can I expect to have troubles with bringing over in my regular luggage vs what should I try to ship.

Cell phone - major companies Claro, Orange and Viva. At first get a phone a chip and pay as you go. Later look for a plan. Mist of us get data plans too so we can use whatsapp!
Internet depends where you live what companies have service. Claro is pretty much everywhere but check your options when you know where you will live.
