How does one go about getting a Turkish Driving License?
Is there an option of doing an automatic test only?
Also, if I do not know Turkish - is that a problem or is there a test for foreigners?
How long does the procedure take and what is the cost?

You'll need to contact your nearest Şoförler Odasi.
Take along your
-Residence permit/Passport
-Your original driving licence along with its notorised Turkish translation
-5 Passport sized photographs
-Your criminal report from the local court house
-A health report issued by local state Sağlık ocağı alongwith your Blood group certificate
-Paid fee receipt for the licence from local tax authorities
This is a comprehensive list of documents, but often you dont know how things work here, they can ask for any other document too, so be ready for an additional trip.
For converting the licence, not knowing Turkish should not be an issue.. For obtaining a new licence, it might be.
You should receive your licence within two weeks ideally.
