If you have a work contract and you bring it in within a certain time frame. If you dont have a work contract here the tax on importing your personal belongings is crazy.

What is the time frame? My son for example as a job in Nha Trang and has been here four years. Can he bring his stuff now?

He can if he wants to pay high tax on it. I just went through the process and it would have cost over 5000usd just to get it here including taxes.
