Which form of caustic soda do you want to find? Liquid or flakes. And how much do you need? One bottle (500g) is priced at 55,000VND and they can ship if you buy over 100,000VND. I think it comes from China. Most chemicals in Vietnam are imported from China 
. There is also a chemical market in distric 5 called Kim Bien Market, and you can find lots of chemicals here.
