Tri-care & va

As a military retiree, is there any way to take advantage of Tri-Care or VA benefits in Ecuador?

The only way I'm aware of is to take annual trips back to the states, and arrange to have your care handled then.  When I go back, I make sure that I have an appointment to see my Doctor and to have all my lab work done.
I have not heard of anyone down here who honors either the VA or Tri-care, but given the low costs of both medical and dental work, it works to keep your coverage for major items that you can return to the states for, and handle the daily needs separately here.
If you hear of anything to the contrary, please let me know.

I know that in Panama they have a VA and also in Manila.  I would think if there is enough military retirees in an area they would have a VA.  Maybe it takes the retiree community banding together and petitioning the VA to have an office in Ecuador.  I just retired and am also looking at Ecuador to retire to.  Is there a military forum on here???
