Once the company who is going to employ you has got permission, the Malaysian immigration sends an authorization to the Malaysian High Commission nearest to your home/current location. The visa with reference is then placed in your passport by the Malaysian High Commission.
It is only valid to enter the country. It is not valid to work here. On arrival the foreign worker pass which is connected to the visa with reference needs to be applied for within 1 week, which includes completing the medical examination, etc.
