Hi,
I am a Indian , working in Kuala lumpur, getting married soon in a couple of months and need to bring my wife on dependent visa. At this moment, i dont have marriage certificate. whats the procedure to apply for dependent pass after entering in visit pass, how much application fee & processing time?

First criteria is your salary must not be less than RM5k per month and you must be on an Employment Pass. The details of the process are on the immigration website.
