hi my b tech degree attached by higher education pakistan. can i apply for saudi engg for registaration.... pls advise me thank you

As far as Saudi Engineering Council is concerned, BS, BSc, BE and B Tech are all regarded equalant as a 'Bachelor's' degree.
Attestation by Higher Education Commission is a requirement at the time of stamping visa but you will also need to prove that you have undergone a full time 4 year course. 
You need your marks transcripts or records of every year too !
