Dutch man need help to recognition divorce from oversea

The divorce between Dutch man and Thai woman have been finalized in Thailand.
Now, how or where is place to make recognition by Dutch law if Dutch man not stay in Netherlands ?
Pls giving some ideas

I looked it up for you and this is what he has to do:

if he lives in the Netherlands, or goes back to live there, he must go to the city hall with the following documents:

Thank you for your sharing,  he did contact to the city hall in Amelo today. He not stay in Europe or Holland since 2003, so he need to waiting for the feedback from the city hall.
