Yes they can!

do not use a low profile vehicle in the DR, you will constantly bottom out on the speed bumps and in the drainage ditch swales that seem to be everywhere. Other than this issue i absolutely loved driving all over the DR (its all about everyone going as fast as "safely" possible) With a higher profile vehicle and good stiff suspension you will be good to go! I was driving a rented car from Punta Cana to Santo Domingo. I cop stopped me and said I was speeding. I told him I didn't think so; cars were passing me left and right

He said, "I didn't catch them, I caught you. You were 14 mph over." He told the speeding ticket would cost me 6500 pesos but we can settle this now if you give me 3500. He said the ticket would go away. I paid him.
