Safety is relative!
What type of safety are you looking for physical safety or investment security? I'm not sure either is guaranteed! Even if the readers here can identify an area of relative safety, you would then have to find a bar for sale in that area that meets your criteria.
Also, cheap and safe are likely not going to be found together!

Welcome to the forums. Buying a bar would be easy! Buying and running a profitable bar, not so much.
It's easy to buy a business here, you don't need residency. However, you need residency to legally work in it!
You will need to understand Spanish, purchasing, managing staff and of course the labor and tax laws!
It's not easy. It can be done though!
