Hi Bhavna,
Thank you for taking the time to respond and for the link. Sri Lankans aren't eligible for the E-Visa.
Im exploring other options such as visiting kuwait as a Tourist.
Any assistance would be greatly helpful.

Try to contact the embassy in Bangladesh : https://www.embassy-kuwait.com/kw/Kuwait-in-Dhaka
or in India : https://kuwaitconsulate.in/

your best option is to go through a hotel; they can arrange a visa. but it's the higher end hotels that offer this, like Radission Blu.
