Recovering recruitment charges by Employer before finishing a contract

Dear All,

I just need an assistance or advice from you, that from last October 2019 I am working with one of the company and for such reason I cant able to complete my contract of 1 year, so i drop my resignation.

For this company is telling I need to pay some certain amount like as 350 BD to recover recruitment cost.

for above I need your kind advice is it right the company need to charge employee or where shall I report or who is the right person to discuss all this. Looking forward your reply.
