Welcome to Rotterdam!  I also live here and really enjoy it.

In answer to your questions, getting a bsn number depends a lot on whether you are from a country that is part of the EU or not.  I am a UK citizen and was able to just book an appointment with my local tax office and then show up, fill out a small form and got it right there on the spot.  However, if you are non-EU then I believe it is a little more challenging.  My boyfriend works for the tax office so if you need more info, let me know what country you are from and I will ask him for the details.
