Hello charles teo, and welcome to the expat.com Vietnam forum.
Members who have tried to import pet birds have encountered bureaucratic hurdles, and as far as I know they were not successful. Bird flu (avian influenza) remains a serious concern here.
Mentioned in a thread, here, was the need to contact the Vietnam Ministry of Agriculture. You might want to try there as a first step.
Please let the forum know whether you proceed with this, and what steps were involved.
