When did company pay signon bonus normally in Germany to candidate living outside Germany ? After signing the contract or joining the company ?
I also want to know, Is there any possibility to start working from foreign country for a German company after obtaining visa for blue card ? (For a month or two)

I don't know if there is a standard for signing bonuses. Such things are done according to what the contract says. What did you sign?
And Germany regulates foreigners coming to Germany to work. If you somehow can work for a German company from outside the country, it doesn't concern Germany but rather the country where you are residing and doing the work. And you would have to work out how payments are made and pay taxes where you are living/working at the time.

Signon bonusses are nearly non-existent in Germany. If you get one, it is an individual arrangementr between you and the company. Count yourself very lucky!
You do not need a German visa to work for a German company from abroad - only to work in Germany.
