The article is by Human Rights Watch and appears credible.

My main takeaway is that the events chronicled constitute another reason why Expats should avoid rural areas of Colombia .. and do intercity travel by air.  If that is not available due to current or future air travel restrictions, postpone intercity travel for now.

Jose Miguel Vivanco, a director of Human Rights Watch, is quoted in the article as saying that the government has long been derelict in establishing a meaningful presence in low population areas.

Anyone who has driven non-urban roads including the Pan American Highway in recent years is probably aware of the lack of police presence monitoring the roads.

It is a no-man's territory, especially at night.

Under no circumstances besides an emergency should one drive Colombia's rural roads at night outside of the Coffee Zone.
