Oh gosh, I have been waiting since August and was told it takes 4 weeks minimum !

Ya its minimum 4 weeks ! you must also check with them also about the maximum limit.

It depends on occasions. Visa stamp may need 1 week to 1 month after medical and other document verification some time it also took 2 months
