We are looking to buy property and build our home there. Is it the same as the us that we would need building permits and such?

Yes, you need permits for all sorts of things, electric, water, maybe a septic tank, the home, etc. select the floor plan and discuss with an engineer, let him pull the permits. Do not let the contractor pull the permits, if the screw something and you have to fire them or they run out of money and leave you with a half done hone, you will need to get new permits.

Also make sure your contractor is bonded, most are not. Also check they are regitered as contractor with the government. You want to be able to recover your money if something goes wrong.
