But if have a permanente residence in Paraguay & Paraguay Cedula
can i travel to Brasil or any other country member of MERCOSUR without any
Visa just showing to immigration officer my passport + Cedula of Paraguay ?

All visas are citizenship connected and has nothing to do with residence or cedula. So if you have Paraguayan citizenship, you can travel MERCOSUR with cedula. Otherwise you need to have your passport and visa to go to Brazil.
