I have been alternating between the states and the philippines about every 3 months or so and have met many friendly local tennis players here but am trying to find an expat group or a mixed expat/local tennis group. Anybody know of one??

You could maybe post an ad in Philippine Classifieds -> Sports partners.

If you are in Makati area, then the 2 places you can find a lot of tennis players are Makati Sports Club in Salcedo Village, and Manila Polo Club along McKinley Road.
