Networking, making friends and business contacts in Turkey

I read this article in Time Out this month called How to network in Turkey and thought it interesting. Link here:

In particular this phrase stood out: 

"In spite of the clichees and nonsense in guidebooks, Istanbul anno 2014 is not a multicultural city, nor a crossroads of civiliazations. Istanbul is a homogenous city in a country with a labour market closed to foreigners, in addition to an intimidating bureaucracy in place to discourage foreigners from moving to Turkey"

What are you guys' thoughts? I thought his tips sounded quite accurate, but I am new. Has anyone who has been living here a while have any advice for the rest of us?

"You should play that exotic foreigner card for all its worth. It gives you useful attention that can be converted to business opportunities or important contacts."
