Appropriate clauses must be looked for in the signed contract between the employer and the employee.
Usually demotion is  something that's offered to employee to accept or quit.

Since he hasn't started working there, if he doesn't accept, aren't they supposed to make up for the financial losses due to his resignation from his job and sale of our stuff?

Per saudi labor law: Yes, they must pay a compensation. "How much?" depends on the company policies.
