Is the english proficiency test compulsary for professionals also?

Hi all, we are planning to move to Canada and have just started filling up the forms. Can someone please advise if the english proficiency test is compulsary for professionals also . If yes then how difficult is it and roughly how much time is needed to prepare.Also would like to know how much time it takes for the PR approval after submitting the forms . The canadian visa website mentions thet they will start reviewing the new applications in early 2013 as they have to clear the backlog.

"Ottawa is revamping the point grid it has used for the past 10 years to judge skilled-immigrant applications. The proposed revisions, to go into effect next January, will put more emphasis on language skills and professional credentials equivalent to Canada's — while de-emphasizing work experience abroad."

"Changes are also contemplated to the Canadian Experience Class, which allows highly-skilled foreign nationals with Canadian work experience, or graduates from a Canadian university, to apply for permanent residency."

IELTS coaching classes are available all over the world, they conducting 2 Hrs classes per day and you should do home work, 30 to 45 days if you put a serious effort can be clear IELTS with more than 6.5 points....
