Well it is very popular to share flats in New Delhi, but it might be difficult for an expat coming to New Delhi to find a shared flat. Especially so if the person is staying for a short duration, less than 6 months.

In New Delhi flats are shared between people who know each other beforehand, and there are no credible websites for finding flatmates.

At the sametime, it is possible to find small flats for rent, which a single person can rent out at affordable rates. Some of the areas in Delhi which are expat friendly and have flats are:
Hauz Khas, Munirka, SDA, Malviya Nagar, Shivalik, Saket, Green Park, South Ex., Defence Colony, Lajpat Nagar.

These areas are expat friendly in the sense that you would find other expats living nearby, and also grocery and other international stuff is easily available which some expats might be used to in their daily use.
